Rotary Peace Fellows are leaders promoting national and international cooperation, peace, and the successful resolution of conflict throughout their lives, in their careers, and through service activities. Fellows can earn either a master’s degree in international relations, public administration, sustainable development, peace studies, conflict resolution, or a related field, or a professional development certificate in peace and conflict resolution.

Each year, up to 100 Rotary Peace Fellowships (50 master’s degree fellowships and 50 professional development certificate fellowships) are offered on a competitive basis at six Rotary Peace Centers, which operate in partnership with seven leading universities (centers offer master’s degree unless noted otherwise):

WORK PERMIT/VISA (TEMPORARY RESIDENT VISAS)

If you wish to enter Canada temporarily in order to pursue employment for a Canadian employer, you will most likely have to apply for a Work Permit. Please note that you can only apply for a Work Permit once a job offer has already been issued to you in writing by a Canadian employer.

A Work Permit is usually issued for a specific employer (open work permits are sometimes issued under specific and narrow set of circumstances) and for a specific time period (usually 1 or 2 years). Should your employer wish to retain your services beyond the expiry of your Work Permit, an extension application will have to be filed prior to the expiry of your current permit.

Because most work permits are issued for a specific employer, should the employment be terminated, a new permit will be required.

LMO Confirmation by Service Canada

Most work permits will require a Labour Market Opinion (LMO) confirmation prior to applying. This approval issued by Service Canada confirms that there are no other Canadians equally (or better) qualified to fill the position. The LMO application must consist of details of the position being offered, proof of the employer’s recruitment efforts in Canada, and evidence of the employer’s inability to find a suitable Canadian to fill the position.

Exemptions

The LMO-exempt employment is one that benefits from certain exemptions under the Immigration and Refugee Protection Act. This type of Work Permit has expedited processing and involves less paperwork (most importantly, not requiring the employer to document any hiring efforts in Canada). Certain types of professionals, such as IT Workers, may be able to benefit from such LMO-exempt Work Permit.

FEDERAL SKILLED WORKER (FSW) CLASS VISA

This is arguably the most common category of immigration to Canada, often referred to as the “independent class” since the applicant qualifies on his/her own merit.

Overview

If you possess a high level of education and/or significant work experience that can be transferred to the Canadian labour market, this category might be for you. However, you must first meet certain eligibility criteria, set out in a point system format as outlined below:

The Point System:

You are scored under 6 main categories:

  1. Education (maximum 25 points) – The highest level of education attained, plus the total number of years of education acquired.
  2. Work Experience (maximum 21 points) – The number of years you have worked in your profession. To be applicable, the work must be paid and meet the skill level NOC 0, A or B. It does not matter where the work experience was acquired (Canada or anywhere else in the world) as long as you can provide evidence that you have indeed worked in the specified skilled profession for claimed amount of time.
  3. Language Ability (maximum 24 points) – Your ability to speak, listen, write, and read in either one or both of Canada’s official languages: English or French. Proof of language proficiency must be provided in most cases. Typically, this means completion of the IELTS (English) or TEF (French) language examination. If you extensively studied and worked in the English language you may be exempted from the IELTS requirement if you provide evidence of relevant education and work history in the English language. However, generally speaking, in order to avoid any unpleasant surprises when assessed at the visa post, IELTS is strongly recommended.
  4. Age (maximum 10 points) – If you are between twenty-one and forty-nine (21-49) years of age, you score the maximum points. 2 points are subtracted for each year over 49.
  5. Arranged Employment in Canada (maximum 10 points) – Either:  a) a permanent “indefinite” job offer in Canada approved by Service Canada (Arranged Employment Opinion), or b) you already hold a Service-Canada approved (“LMO”) work permit which is valid for twelve (12) months.
  6. Adaptability (maximum 10 points) – You may be awarded points under this factor depending on your partner’s/spouse’s education; availability of arranged employment (as mentioned above); having worked or studied in Canada for minimum required period of time, or having family members who are Canadian Permanent Residents or Citizens.

The current pass mark is 67 points. Should you receive a score which is slightly less than the pass mark, discretionary points may be awarded by the visa officer if you can convince the officer that you will be able to successfully establish yourself in Canada despite the deficiency under the point system (so called “substituted evaluation”). Generally speaking, the more points you score (beyond 67) the better the chances that your application will be approved without the need for personal interview, which would speed up the process.

Additional Note: Ministerial Guidelines

Please note that in December 2008 Canadian government issued new Ministerial Guidelines which impose further requirements on all applicants. In addition to having to meet all of the above criteria (67 points minimum), you now must also fall under one of these 3 categories:

  1. you must hold an Arranged Employment Opinion; or
  2. you must have legally resided in Canada for least 1 year on either a Study or Work Permit; or
  3. you must provide evidence of at least 1 year of work experience (anywhere in the world) under one of the selected 38 occupations listed on the CIC website, link here.

Should it be determined that you do not satisfy at least 1 of these 3 criteria, your application will not be assessed and will be returned to you.

Study Permit / Visa – Canada

STUDY PERMIT FOR CANADA (TEMPORARY RESIDENT VISA)

If you wish to study at a University, college or trade school in Canada (and you are, at the time of the application, above 18 years of age), you will need a Study Permit. Please note that minor children who are planning on attending pre-school, primary school, or secondary school are not required to obtain a Study Permit, (except for children who are accompanying their parents who hold Temporary Resident Visas).

In order to apply for a Study Permit, you must provide proof of acceptance into an approved institution, evidence of sufficient funds to pay for tuition and living costs (either your own funds or those belonging to your family, whether in Pakistan or Canada), and demonstrate the intention to return home upon the completion of studies (you most show social and financial ties with your country).

Typically, when issued, your Study Permit will be valid for 1 year and you will have to renew it at the end of each school year. Over the last year, Canadian government has somewhat eased the Study Permit eligibility criteria, paving the way for more foreign students arriving in Canada on such permits.

Moreover, upon completion of least 8 months of post-secondary studies in Canada, you may also be eligible to apply for a Post-Graduate Work Permit. Similarly, upon completion of at least 6 months of continuous full time studies in Canada within the last 12 months, you may be also eligible to apply for a Off-Campus Work Permit which will enable you to work on a part-time basis in Canada, while you maintain your full time student status. In other words, obtaining a Canadian Study Permit in most cases also makes it possible to apply for a Work Permit and gain valuable work experience in Canada.

IELTS

IELTS (International English Language Testing System) is designed to measure the overall proficiency in English. It is a prerequisite for those who wish to study or work where English is the language of communication. IELTS is recognized for admissions by universities in many countries, including Australia, New Zealand, Canada, the USA, the UK and increasingly in Germany and wider Europe.

Candidates are tested in Listening, Reading, Writing And Speaking. All candidates take the same Listening and Speaking Modules. There is a choice between Academic and General Training in the Reading and Writing Modules.

IELTS tests are administered at centres throughout the world. There are currently nearly 400 centres, in over 100 countries, which supervise the local administration of the test. A full list of centres is available on the IELTS website. Test centres run regular test administrations, according to local need and results are available within two weeks. In Pakistan further information about IELTS can be obtained from local British Council offices, which regularly conduct the test.

TOEFL

TOEFL stands for ‘Test Of English as Foreign Language’. TOEFL is a Standardized test that evaluates the English Proficiency of people whose native language is not English. Almost all the universities in the United States and Canada require TOEFL scores from each applicant. The test is also used by institutions in other countries where English is the language of Instruction. The TOEFL is administered worldwide by Educational Testing Service (ETS). A TOEFL score is valid for 2 years.

TOEFL Internet-based test (iBT), introduced in late 2005 has progressively replaced both the computer-based test (CBT) and paper-based test (PBT). The iBT has been introduced in phases, with the United States, Canada, France, Germany, and Italy in 2005 and the rest of the world in 2006, with test centers increased periodically till-date. The four-hour test consists of four sections, each measuring mainly one of the basic language skills.

- Listening
- Speaking
- Writing

INTERNATIONAL ENGLISH LANGUAGE TESTS

International universities ensure that foreign students (whose first language is not English) are able to undergo studies in English. So, one of the requirements for international students is to take an international English language test.

The English language tests that are widely accepted in most of the international universities are IELTS or TOEFL. Brief description of these tests is given below.

Basic but essential information required by a Pakistani student, planning studies in a foreign country, is given in this topic.
A general guideline for a Pakistani student planning studies in a foreign university is given below.

1. First get basic information that includes:-

• the pre-requisite for admission in your desired course of study

• the university/tuition fees required

• the living/other expenses required during studies

Based upon this information and your own academic/financial situation, shortlist one or more countries. Please remember if you have a very strong academic background, you can even compete for various international scholarships. Few international scholarships are listed on Scholarships webpage.

2. Choose the best possible university within the country or countries you shortlist. You can gauge the standard of a foreign university from ‘University Ranking’ tables available. Few university ranking tables are specific to a country and there are few that rank world universities in a single table. Explore as many resources as possible. (Links to some popular rankings are available in the Useful Links webpage)

3. Once you have short-listed the country (or countries) and the university (or universities) in that country, the next step is to find out procedure/requirement for admission. The admission procedure/deadlines for the universities are given on their respective websites. Download the admission forms and related material (or request the forms/prospectus to be posted to you) and note down the important deadlines. Generally, requirements are:-

• Copies of your academic degrees

• Copies of your academic transcripts

• An international English language test (IELTS or TOEFL)

• Some universities/countries may also require result of a test like GRE, GMAT, SAT etc.

• Letter(s) of Recommendation

• Statement of purpose
